Subject: Stop the PWB Water Filtration Plant
Dear [Current Council Members/ Oregon Representative],
Along with thousands of other Portlanders, I am concerned that the Portland Water Bureau water treatment plant has grown to a staggering $2.13 BILLION and is still growing. Given the current LUBA decision which has caused a pause on the construction project due to it's effect on the local natural resources, we implore you to reconsider the support that you has empowered the Portland Water Bureau to build this unnecessary trophy plant at the expense of the Portland ratepayers.
We Can't Afford It:
With Portland's budget crisis for the city of over $100 Million dollars, we urge you to cut the losses and remove the support for the mega filtration plant. Return to common sense governance and require PWB to utilize more fiscally responsible methods to treat the water for Crypto. Direct PWB to exercise the option for a bilateral agreement with OHA to utilize UV/Ozone treatment like that of many other major cities.
I urge you to support the protection of safe, affordable water for our community, while being good stewards of Portlanders funds. I urge you to STOP the reckless spending, avoid any further unnecessary overspending towards a filtration treatment plant and consider other more cost-effective options such as building a UV approved plant at Headworks.

- Chemical processing does not reflect the clean natural water we wish to maintain from our uniquely pure Bull Run Watershed.
- The loss of farmland negatively impacts the our economic vitality and local farmers.
- Environmental safety is seriously in jeopardy with chemicals by products, diesel emissions, trucking of contaminated soils, etc.

- RATE PAYERS CAN’T AFFORD IT
- PWB Water Bills are already some of the highest in the Nation
- PWB is losing 30% of their wholesale customers
- Interest on the WIFIA loans will total $615,763,084.
- THE FILTRATION PLANT REQUIRES ADDITIONAL CHEMICALS
- THERE ARE SERIOUS ENVIRONMENTAL SAFETY ISSUES RELATED TO THE PLANT
- Thousands of trucks over ill-kept rural roads risk serious accidents
- Diesel Emissions (6Million lbs. CO2)
- Possible Chemical Spills
- Chemical byproduct waste in our landfills
- Dumping contaminated soil on pristine land,
- Contaminated runoff into our streams and rivers
- Successfully used in other major cities
- A fraction of the cost – Approx. $150 Million (Not $2.13 Billion)
- No additional chemicals needed
- Half the maintenance cost of a filtration plant
- Can be completed in a much shorter time
- Can be built at Headworks with no local impact
Therefore, I urge you to support the protection of safe, affordable water for our community, while being good stewards of Portlanders/voters/citizens funds. I urge you to STOP the reckless spending, avoid any further unnecessary overspending towards a filtration treatment plant and consider other more cost-effective options such as building a UV approved plant at Headworks.
