The plant is cited to be located at a property owned by the City of Portland. The property is zoned ______ and currently leased to nurseries growing nursery stock on the 100 acres in a rural community between Gresham and Sandy. 

The effects of the 5 year building process and eventual operation of such a plant will also impact the environment, wildlife, roads, livability, property values and the unique rural nature of the surrounding area.
